UC Re-balancing Update   30 August 2005

Latest adjustments

- Display error in ranking-near-me page fixed. Pr difference is shown as 150% instead of 50%
- Fixed attacking at 150% Pr difference (related to ranking-near-me display error)
- Guardian upkeep reduced by 5% as balancing for the higher race % build cost ratio
- Players can send more tribute and more often
- Federatioon Member page to display reinforcement statistics (shown in gray under outpost field) to make it easier for federation to track who is building reinforcements and who isnt

- Mining formula fixed to ( (planetx0.02) + (minesx0.07) ) x ( MinisterBonus + (Research/10) + SystemBonus ) x RaceBonus , old formula is ( Planet x Mine ) x ( (Planet Mod X 100) + Res Mod ) x Race X Minister Mod
- Tax Ministers formula fixed
- Mining Ministers reduced from 10% to 5% per level
- Most ships with 5 or less range will have `take no damage while attack` option


Update on 30th of August

Stuff to be updated includes:

- +1 iTech library for all players & +1 Un-RE for Viral (projects)

- All players starts off with 1 iTech library & Un-RE for Viral (projects)

- Veteran Shipyard , allows building of multiple ships in multiple systems (uses same turns & resources)

- Reinforcements: Reinforcements built in outpost to appear in Intel > Statistics, added reinforcements to top ranking

- Players can select not to send reinforcements to Lord/Vassal in Diplomacy > Vassal, Outpost Pr to be displayed in Diplomacy > Vassal > Empires just like in federation members page

- Attack range reduced from 250% to 150% (below) 500% to 400% (above), max reinforcement Pr reduced from 50% to 25% defender`s Pr

- Sligh design change on My Federation & Federation detail, Intel

- Major UC re-balancing will occur on 1.00 PM on 30th of August.

- Ship balancing includes: nerfing the strafez, increasing the build rate of the majority of all ships, standardizing shield rates for all races

- Minister rebalancing : easier for ministers to gain level

- Minor race balancing includes: +10% increase in commercial and increase in industry income for Terran & Viral

- Minor Planet System updates includes: Increase 0.5% defense, increase in industry for dark system


Ship Balancing (Major)

All ships will be updated. When the update occurs, everyone will be placed under special Damage Protection, and all ships will be disbanded. A small amount of money will be paid out based on the ship`s Pr as compensation for the disbanding of ships. Viral will be given the `Un-Reverse Engineer` project, in case they wish to choose a different set of ships.

Changes:
- All ships have been updated (Shields, Pr, Build rate, Cost, upkeep, etc)
- Some ships will be removed, cost of ship will be refunded to all empires at $ [ Pr x 30 ]
- Viral upkeep* reduced from pr/1.2 to pr/1.4
- Collective upkeep* reduced from pr/1.1 to pr/1.3

Ministers Balancing (Major)

Many players have voiced out that it is far too hard to level up their ministers, so we have changed some parts of this to make it easier for players to level up.

Old (before)
- Skill point required to level up traits = trait level. If you have a level 3 commercial trait, you need 3 skill points.
- 5 skill points to add new trait, 33% chance of getting good trait
- Chances of getting more than 1 good trait >1%

New (after)
- Fixed 1 skill point to +1 economy trait
- Fixed 3 skill point to +1 military trait
- 2 skill point to add new skill, 45% chance of getting good trait
- Chances of getting 1 good trait = 33%, 2 = 16%, 3 = 11%
- All ministers will come along with minimum of 1 bad trait
- Maximum trait level = 9,999

Current Minister Bonus
All older ministers will receive additional skill points. +1 skill point for each level minum the levels of your current traits.
